Strategic Energy Technology Plan

Action 8 - Implementation Plan

 

On 13 June 2018 the SET-Plan Steering Group approved the Implementation Plan of SET-Plan Action 8: Bioenergy and Renewable Fuels for Sustainable Transport.

The plan was prepared by a working group, co chaired by industrial experts from ETIP Bioenergy, over 9 months. It details the European Research and Innovation activities required until 2030 to reach the strategic targets for this sector.The estimated investment volume, to be provided by stakeholders, Member States and European Commission, amounts to 107 billion €.

Background

Energy Union and climate is one of the key political priorities of the European Commission. This is underpinned by the European Strategic Energy Technology (SET)-Plan, aiming to transform energy production and use in the EU with the goal of achieving EU worldwide leadership and cost reduction in the production of energy technological solutions capable of delivering EU 2020 and 2050 targets.

The Integrated SET Plan defines the new European R&I energy related Agenda via 10 priorities and related, ambitious R&I targets, covering the European energy system as a whole and going beyond the 'technology silos' concept. The aim of these targets is to accelerate the decarbonisation of the energy system and the transport sector by making technologies cost-effective and better-performing. By reaching these targets, Europe will be placed at the forefront of the next generation of low-carbon energy technologies and will tackle the energy efficiency potential, creating jobs, economic growth and increasing its competitiveness. It will also positively impact the well-being of European citizens.

For Action 8 of the SET-Plan, Bioenergy and Renewable Fuels for Sustainable Transport, an Implementation Plan (IP) has been developed over the last 9 months by a working group of European Commission services, SET Plan countries and stakeholders most directly involved in the respective sectors. The IP was approved on 13 June by the SET-Plan Steering Group.

The IP describes the Research and Innovation (R&I) activities that need to be implemented in order to achieve the strategic targets adopted in the SET PlanDeclaration of Intent (DoI), agreed in November 2016.

In line with the SET Plan DoI, the Implementation Plan has three common goals for the field of Bioenergy at large: Improve performance (yield and efficiency) of production, reduce GHG emissions along the value chain and reduce cost. In order to capture the major segments of Bioenergy, this IP describes targeted implementation approaches for Renewable Fuels for Sustainable Transport (automotive and aviation fuels, as well as hydrogen produced from renewable sources), Bioenergy (biosolids, bioliquids, and biogases) and intermediate bioenergy carriers.

Owing to the complexity, but also to the versatility of the value chain Feedstocks > Conversion > Intermediate Carriers > Final Product, the IP describes 13 activities. They are structured along Technology Readiness level (TRL) and consequently divided into Development,  Demonstration and Scale-up. The estimated volume of investment, cumulative until 2030, is 2,29 billion € for development, whereas 104,31 billion € is foreseen for demonstration and scale-up activities. 

ETIP Bioenergy industrial representatives (René Venendaal/BTG, Björn Fredriksson Möller/EON Sweden) co-chaired the working group which developed the IP.
